I am against bicycle share programs in our towns because people that use these bikes do not wear helmets. I couldn’t believe that my City Council ignored basic bike safety concerns when they allowed Lime to dump bikes in Foster City. I have yet to see anyone on a lime green rental bike wear a helmet.
At the local school my son attends, they have had several projects convincing the kids the importance of bike safety and wearing a helmet.
Now I read in the Daily Journal that Lime is removing the bikes and replacing them with electric scooters and Foster City councilmembers are actually considering supporting Lime’s modified venture (“Lime to pull bikes, surprising local officials” in the Feb. 20 edition).
There is no stipulation that a helmet is required to rent a scooter. I see scooter renters driving these vehicles around the Bay Area causing havoc for pedestrians and the drivers aren’t wearing helmets.

Last weekend, I almost got hit by a scooter while I was stepping around a homeless person in downtown Sacramento.
If you Google “rental scooter accidents,” you will get to read about the many deaths and injuries surrounding these vehicles.
I think bike riding is great and we have some wonderful new bike lanes in Foster City, but helmets should be mandatory. The same goes for scooters. The rideshare model doesn’t lend itself to safety, so change the model and ensure protection is used, just like we need to use a helmet with a motorcycle and a seat belt in a car.
California law (21200 CVC) does require persons under 18 to wear a helmet when riding a bicycle. You'll need to opine to your legislators to amend the law to also include adults. Common sense and survivability would seem to be an important motivation to grab a helmet before hitting the mean streets on your two wheeler.
