I have recently read several articles regarding the city of San Mateo's plan to open a workers resource center in San Mateo.

I have recently read several articles regarding the city of San Mateo's plan to open a workers resource center in San Mateo.
I have been a San Mateo resident for 14 years and I am aware that getting day laborers off the streets of San Mateo has been a problem for many years in our city. I am happy to see that the city of San Mateo has finally constructed a new well thought out solution to solve this ongoing problem.
Am I correct to assume that the city of San Mateo is allowing its residents and especially the non-residents of neighboring cities to hire undocumented, uninsured, illegal workers from a day center that the city of San Mateo is promoting or allowing to operate in our city?
Who will be liable for workers compensation or liability insurance for these workers? If one of these workers just happens to cut off a finger, hand or lose an eye doing construction, yard work, or odd jobs for a resident or non-resident, will the city of San Mateo take care of this workers medical bills and compensation?
Will the person or family that hired a worker from this San Mateo resource center be free from any liability for injury, compensation, or liability caused by hiring an untrained, undocumented, or illegal construction, yard or odd job worker to work on their property or property of others?
Will the city, police department, or the workers resource center be doing background checks on the laborers to insure that they are not criminals or have past criminal records? I would love to help these persons, get them off our streets and put them to work, but is it safe for my family, neighbors or our city to accept this type of risk? Please give me the answers to the above questions so I will feel safe and comfortable for my family, my neighbors and myself if I do decide hire workers from our cities new workers resource center.
