While SB 1167 will fix some of the difficulties with electric device manufacturers and regulations, I hope that everyone — the bike community, law enforcement, parents, students, schools — can come together to support Assemblymember Diane Papan’s bill (AB 2595 - The San Mateo Electric Bicycle Safety Pilot Program), which will create a pilot program in San Mateo County — similar to those in Marin and San Diego counties — creating a 12 year old minimum to ride an e-bike. Please let Assemblymember Papan and state Sens. Josh Becker and Scott Weiner know if you support the pilot program before the Senate has their floor vote on the bill.

Thanks for you letter, Ms. Ragsdale, but how can law enforcement or the average person looking to report an e-bike rider tell if a rider is at least 12 years old? Will these youngsters need to carry “papers”? Will their parents be fined as well as their e-bikes impounded should they fail to meet the age minimum? Should all e-bike riders need to pay registration fees as well as fees to obtain e-bike licenses, to pay for the licensing program as well as the cycling infrastructure they currently enjoy at no expense?
