The Foster City Planning Commission approved updated guidelines for signage at the Edgewater Place Shopping Center, including increased flexibility for larger storefronts and new pylon signs.
Shopping center tenants will be highlighted on a new 16-foot-tall illuminated pylon sign at the parking lot access near 951 Edgewater Blvd., and larger storefronts will now be allowed to display larger sized illuminated signs depending on their square footage, with the Planning Commission's approval.
The amendments to the existing Edgewater Master Sign Program were considered through a public hearing over the course of two commission meetings, with a final 4-1 approval, Commissioner Nicolas Haddad opposing.
At the first public hearing meeting held June 4, a request from a tenant, Saana’s Cafe, was made for a sign that was not consistent with the previous size and illumination criteria, prompting staff to reevaluate the regulations.
The updated amendments to the Master Sign Program now include a new tenant sign category for units 2,000 square feet or larger and 15 feet or taller. These units, of which there are nine, can cast signs on the storefront that are up to 10% of the wall surface area.
Signs must be centered on the fascia, where permitted. Logos will be halo-lit illuminated while text will be face lit, which is consistent with the rest of the shopping center’s regulations.

These larger illuminated signs must only be on display facing directly into the shopping center’s parking lot, not toward Edgewater Blvd.
The amendments made to the Edgewater Master Sign Program were initially in response to the shopping centers management's want for a new pylon sign to advertise the businesses. The latest update that allows for increased flexibility for bigger stores came from a tenant’s suggestion, staff said.
Haddad expressed his opposition to the updated regulations, believing the new rules to be too complicated and could yield inconsistent design choices throughout the plaza.
Chair Doug Stoveland said he felt the flexibility allowed businesses to represent themselves the way they see fit.
“In this day and age when people’s brand is so important, some degree of flexibility to present your brand in a manner that is befitting to your company is important,” Stoveland said.
All new signs requested by tenants will be required to go through a sign review permit with city staff to see if it meets conditions.
