The cities of Half Moon Bay and Millbrae, which contract its police services through the San Mateo County Sheriff’s Office, are getting new captains leading the bureaus, a shift announced Friday.
Capt. Eamonn Allen has moved from leading the Millbrae Bureau to further west, now the appointed chief of police services for Half Moon Bay and leader of the Coastside Patrol Bureau, according to an announcement by the city of Half Moon Bay.
Taking the position at the helm of Millbrae will be Capt. Andy Hui, bringing more than 20 years of law enforcement experience to the role, according to a press release from the city of Millbrae. Hui began his career with the Pacifica Police Department, and joined the San Mateo County Sheriff’s Office in 2012.
A longtime North County resident, Hui looks forward to serving a community that “holds a special place in his heart,” and means a lot to his family, the press release said.
“I’m grateful to county and city leaders for the trust they have placed in me, and I look forward to building on the strong collaborative and community-oriented partnership we have with those we serve,” Hui said in the release.
Hui’s first day on the job will be Sunday, taking over just as Allen makes his transition to the coast. Allen is filling a vacancy left by former Capt. Richard Cheechov who retired in January 2026.

Allen was the Millbrae captain for three years and began his law enforcement career with the San Mateo County Sheriff’s Office in 2003.
Just before Allen began leading Millbrae in April 2023, he was serving as acting captain on the coastside during the mass shooting involving farmworkers in January 2023, when he led the apprehension of the suspect and served as the public information officer.
Allen said it was an honor to serve the coastside community.
“I’m grateful for the trust our county, city and Sheriff’s Office leaders have placed in me,” Allen said. “I look forward to seeing you out in the community — please don’t hesitate to stop and say hello.”
Friday’s announcement follows similar news of leadership change for contract city San Carlos’ police services. Capt. Mike Tabak took over the San Carlos Police Bureau March 15. These changes followed Sheriff Ken Binder’s work earlier this year rounding out a full executive team leading the Sheriff’s Office after years of vacancies in top roles.
