The San Mateo County Board of Supervisors will reorganize on Tuesday, choosing Supervisor David Canepa as its new president and seating two new members, Lisa Gauthier and Jackie Speier.
Former U.S. Rep. Jackie Speier will be sworn in as the county’s new District 1 supervisor, taking over for outgoing Supervisor Dave Pine.
Pine joined the Board of Supervisors in May 2011 to fill a partial term in the district largely representing the San Mateo Highlands, Burlingame, Millbrae, San Bruno and parts of South San Francisco. He was reelected in 2012, 2016 and 2020.
Pine’s legacy on the board largely includes his work on environmentalism and efforts to address the effects of climate change. On the board, he has sponsored many resolutions toward combating sea-level rise, including launching OneShoreline. He also worked to create Peninsula Clean Energy, a countywide effort to deliver carbon-free energy to customers and helped establish the county’s Sustainability Department.
“The challenge of climate change is really a major issue of our time, and we need to do everything we can at the local level to address these challenges,” Pine said previously.
The San Mateo County Gun Violence Prevention Program was also largely championed by Pine. Its establishment and dedicated funds over two years resulted in the relinquishment of over 450 guns between October 2022 and October 2024.
Pine is also well known as a true ally to the LGBTQ community. In 2014, as board president, Pine sponsored a resolution establishing what is now called the LGBTQIA+ Commission, the first of its kind in the state.
Gauthier, formerly an East Palo Alto councilmember, will represent District 4, taking over for outgoing President Warren Slocum.

District 4 represents Redwood City, Menlo Park, East Palo Alto and North Fair Oaks, and Slocum has dedicated his tenure to delivering responsive local government to a diverse community.
Slocum’s efforts were guided by a resident who asked the newly sworn-in supervisor to address the safety issue of the district’s streets.
“I’ve thought about that gentleman every day,” Slocum said at a board meeting previously. “He’s been my North Star, so to speak, that guided my work.”
Efforts to reinvigorate Middlefield Road has proven to be a long and arduous process that has faced challenges both weather induced and financially, but Slocum has remained a strong advocate for making the neighborhood roads safe enough for children to walk to school.
As the representative of the unincorporated area of North Fair Oaks, Slocum has led the board to dedicate millions of dollars toward improving housing conditions in the high-density community and providing more economic development opportunities, a press release said.
Slocum’s legacy also includes his prioritization of establishing county resources to support his fellow veterans. To identify the needs of veterans, he helped launch the Veterans Needs Assessment that informed the creation of the county’s Veterans Commission and the board dedicates funds toward the county’s Veterans Services Office.
Canepa will be serving his third and final term after running uncontested for reelection in District 5. He was elected to the board in November 2016 and served as president in 2021.
The reorganization and choosing of a new vice president will be held during the board’s Jan. 7 regular meeting at 9 a.m. The public is welcome to attend the meeting and the reception that will follow immediately in the lobby. The board meets in its chambers at 500 County Center.
