A proposed 189-unit apartment building spanning five stories near Caltrain’s Hayward Park Station in San Mateo has been submitted to the city for review, with developers calling the proximity to transit and community amenities of critical importance.

Travis Duncan, assistant vice president with Sares Regis Group of Northern California, the development company that applied, said the 122,538-square-foot project is one of the last development pieces left east of the train station and north of State Route 92.

I guess I am a bit confused. It is my understanding if the City of San Mateo owned this lot it would be a 7 story affordable housing project or designated as surplus land and be required to be offered to affordable housing developers. Why should a JPA be treated any different than a City?

Look at this older SMDJ article on the project. Whoa, there are reasons the parking lot is not used - half the trains (no express trains) don’t stop attack Hayward Park. What about Caltrain parking when trains DO stop there b/c of increased demand from housing and business expansion on Delaware Ave and Concar Dr., and Caltrain electrification allowing efficient stops at all stations. Come on developers and Caltrain, think further into the future than today’s buck.
