In 2014, the California State Board of Education adopted the evidence-based and standards-driven English Language Arts/English Language Development Framework — nonbinding guidance that encourages the implementation of a research-informed, comprehensive literacy approach for all students.

The framework was the first in the nation to integrate two sets of standards: English language arts (grade-level literacy for all students) and English language development (progress in learning English for students from different language backgrounds), with a focus on the needs of English learners.

There is not one poor school district in the Bay Area and certainly not in San Mateo that could not afford to do this if they wanted to. The money thing is just such an easy excuse to hide incompetent leadership. Bay Area schools have so much they give ERAF funding back to the county.

Most countries around the world provide outstanding education on $10-$15,000 per year. There are plenty of local districts than teach well for that amount of funding: e.g. San Carlos or Belmont.

And then there are the 'bad school districts' that are always in financial trouble despite having far more than that: Redwood City, San Mateo, SFUSD, LAUSD, OAK, etc.

These districts often have more than $20,000 per student and are highly mismanaged. These are the district with the Democrats' version of "School Choice (... but only for some)".

School Segregation is their real choice. There is no reason that San Mateo with a 5% poverty rate is a segregated district, whereas Belmont with a similar rate is not. And why can only 'bad school districts' afford expensive Magnet Schools (Montessori, Language Immersion, Enrichment, Parent Co-Op, etc.), whereas 'good school districts' don't care?
