• The California Senate voted 37-0 Monday on Senate Bill 711, authored by state Sen. Jerry Hill, D-San Mateo, that seeks to address utility bill spikes, according to his office.
The bill requires that 60 percent to 70 percent of the average customer’s usage of heating energy be allocated to Tier 1 rates in every winter month; gas and electric utilities list the expected cost of the next month’s bill on the current bill using historical data; and approval by the California Public Utilities Commission of the methodologies that utilities use to estimate the bills for customers who have opted out of Smart Meters, according to Hill’s office. The legislation now heads to the Assembly for its consideration by policy committees.
