A new eight-story development is proposed at the former Kelly Moore site at 616 S. B St. downtown San Mateo, a taller and denser building than what was initially submitted a few years ago.
The updated application calls for 94 rental units, 10 of which would be reserved for low-income households, roughly 7,300 square feet of ground-floor commercial space and 114 parking spaces, according to project plans submitted to the city.
Currently, the site comprises a parking lot and one-story commercial buildings, including the former Kelly Moore Paints, which will be demolished to make room for the new structure.
The new plans were a result of the city’s zoning updates in recent years, particularly Measure T, which increased height and density limits in certain areas of the city, including downtown.
“We aligned with what the city wants moving forward for their General Plan,” said Mounir Kardosh, owner and founder of Nazareth Enterprises, the developer leading the project. “In that transit corridor, they’re trying to up density.”
The new proposal will go before the Planning Commission June 9.
“Every development is different. We’re not copying and pasting anything,” Kardosh said. “We really try to focus in on the specific area and make sure the architecture works for it, that it works for what we believe the customers are going to be demanding.”
The 94 units will go toward the city’s state-mandated housing goals, which stipulate the city must build 7,015 units between 2023-31, a certain percentage of which must be for low-income households. While many of the projects are still awaiting full entitlements, the city’s development pipeline has soared since the passage of Measure T, which increased height and density limits in certain parts of San Mateo, including downtown. As of the end of March, nearly 6,800 units sat in the city’s pipeline, from those in the preliminary application stage to those under construction.
“We’re getting to the point where we desperately need housing,” Kardosh said. “I think B Street is really getting activated in a great way. Right now it is severely underutilized,” Kardosh said.
Nazareth Enterprises has led development on a number of commercial and residential projects throughout the Peninsula, including Nazareth Terrace and Nazareth Place, both in San Mateo.
