David Canepa, candidate for assessor-county clerk-recorder and chief elections officer, addresses supporters during the primary election watch party held at Sapore Italiano in Burlingame on June 2.
Canepa will assume the county assessor’s office Jan. 4, 2027, after winning the June election with 56.21% of the vote. His term as county supervisor was slated to end in 2028, and his early departure means the Board of Supervisors must call for a special election to find the next representative of the northern most part of San Mateo County.
The special election may be consolidated with the November ballot, according to Canepa’s letter of deferred resignation sent to County Executive Mike Callagy July 2.
While the deferred resignation letter was sent in part for the logistical and practical reasons, it was also sent to ensure a continuity of county service, Canepa said.
“I’m delighted to be the next county assessor, clerk-recorder, chief elections officer, but at the same time, for the next six months I want to do my work in earnest and looking forward to completing my work at the Board of Supervisors,” Canepa said.
With the official resignation letter sent, the Board of Supervisors can only now call for the special election — but interest in the position has already been demonstrated for months.

So far, Daly City Councilmember Juslyn Manalo and South San Francisco Councilmember Mark Nagales have both said they will be running for the District 5 seat.
Canepa has “wholeheartedly” endorsed Manalo to be his successor. Manalo has long sought the county government seat, and said she would run for District 5 in 2028 after Canepa was termed out.
“The best candidate for the race is Juslyn Manalo,” Canepa said. “I’ve had the opportunity to work with Juslyn for many, many years. … I think she’s done a great job, she’s worked extraordinarily hard, I think she’s the best suited.”
The outgoing supervisor also expressed his belief in Nagales’ capability, but affirmed Manalo is “by far the best candidate.”
District 5 includes Daly City, Brisbane, Colma and portions of South City and San Bruno. The city of Daly City is by far the largest makeup of the district.
The Board of Supervisors must call for the special election before July 24, for it to qualify for November ballots.
