A new medical office building and parking lot structure in Burlingame is being proposed through a partnership with the Peninsula Health Care District and Sutter Health Mills-Peninsula to expand upon the existing hospital.
Approximately 200,000 square feet of new healthcare facilities are proposed at an empty plot of land and outdoor parking lot adjacent to the existing Mills-Peninsula Medical Center at 1501 Trousdale Drive.
“This marks an important milestone in our ongoing commitment to improving community health and ensuring access to high-quality healthcare services for current and future district residents,” Peninsula Health Care District CEO Ana Pulido said in the release.
The proposed medical office building will include new physical and specialty medical offices, diagnostic testing and imaging services, an ambulatory surgery center, and facilities to expand preventative and wellness programs, and medical and clinical education programs.
The project also proposes a three-level underground parking structure with around 600 stalls.
The property is owned by Peninsula Health Care District, which entered into a nonbinding term sheet with Sutter Health/Mills-Peninsula Medical Center that outlines the proposal and lays the foundation for a formal contract to come.

“This agreement represents an important step toward meeting these growing healthcare needs of our community,” Darian Harris, Sutter Health Mills-Peninsula Medical Center CEO, said in the release. “We are grateful for our long-standing partnership with the Peninsula Health Care District and excited about what we can accomplish together on behalf of the patients and communities we are privileged to serve.”
The development proposal adds to another project on district-owned property near the medical center. A new affordable senior housing plan was proposed by developers Adobe Housing Development and Novin Development and would create two separate two-story buildings.
Between the two buildings, 221 units are proposed for seniors making between 20% and 50% of the region’s average income. The development will be at 1820-1749 Marco Polo Way and was proposed to be completed in 2032.
The healthcare district, which previously operated Peninsula Hospital where the now Sutter-owned Mills-Peninsula Medical Center is, used its tax money to purchase approximately 6 acres of property near the site.
A previous proposal in 2018 was considered to develop a medley of affordable and market-rate senior housing, healthcare resources and medical offices, named the Peninsula Wellness Center, but the district scrapped the plans in 2024.
Peninsula Health Care District serves the communities of San Bruno, Millbrae, Burlingame, Hillsborough, San Mateo and a portion of Foster City and South San Francisco.
