The Redwood City Police Department will spend $115,250 on military equipment, including drones, to aid de-escalation and community safety efforts, the City Council authorized with a 6-1 vote with Vice Mayor Lissette Espinoza-Garnica opposing.
In addition to the drones, police requested approval to purchase a long-range communication device, a kinetic breaching tool kit, and five 40 mm tactical less-lethal multilaunchers that shoot round sponge projectiles.
“Nearly all of these tools improve the department’s ability to de-escalate critical incidents and resolve them peacefully, typically with little or no use of force,” Redwood City police Sgt. Jesus Castro said.
The department is looking to establish its own drone program, which would include developing policy to address privacy concerns, storage times and acceptable uses. The department expects to spend $60,000 on four outdoor and two indoor drones, and to allot $27,000 on training.
Currently, the department participates in a mutual aid program with nearby cities to borrow equipment when needed, but this cannot always be accommodated in an efficient manner, or at all.
“Having our own equipment and a policy that is developed by Redwood City and has gone through the [Police Advisory Committee] and approved by the council, it belongs to us now and we can control that,” Mayor Jeff Gee said.
The Police Department did not request additional funding for the equipment and will be paying for these items with a grant it obtained from the Citizens Option for Public Safety Program.
Espinoza-Garnica said they would like to see further reports on where the deployment of special response teams primarily occurred and how that related to national trends of overpolicing in neighborhoods with more people from various racial and ethnic backgrounds.
“I have never voted in favor of military equipment and it’s largely because I have a great concern of SWATs disproportionately being deployed into communities of color and not being used responsibly,” Espinoza-Garnica said.

The vice mayor also questioned if the police department was still maintaining use of the city’s “disproportionate amount” of MP5 rifles, which are older rifles used in special response teams.
Castro said the Police Department maintains use of these rifles as well as M4 rifles in its special response teams to have a variety of options that could be alternatively beneficial in different environments or critical situations.
“For example, if a suspect is wearing a ballistic vest, that’s maybe something to consider on why we want more higher powered firearms,” Castro said.
The department has upped the amount of training on reaching proficiency with both kinds of rifles, Castro said. However, the department still hasn’t met training standards set by the National Tactical Officers Association, which suggests 92 hours of training as the norm. Staffing and overtime costs have limited the amount of increased training efforts they can provide, he added.
In addition to multiple comments from the public voicing support for the police to purchase the desired equipment, Councilmember Diane Howard voiced her appreciation for the detailed explanation from staff on the necessity for each of the pieces requested.
“These aren’t things that you just said you wanted to have, these are things that you know can make a real impact on doing a better, more efficient and safer job,” Howard said.
The approval for these items sends a message that the city is ready to address crime, Gee said.
“For those thinking about doing harm in our city, knowing that we have some of this equipment, maybe they won’t come to our city,” Gee said. “Maybe they’ll pick some place else that doesn’t have this equipment.”

Maybe the next time folks (BLM or Hamas terrorist supporters, for example) decide to hold a rally In Redwood City some of this equipment can be deployed to identify and prevent anyone with ideas on initiating violent altercations. RC appears to be moving in a positive direction, promoting both safety and small business (per yesterday’s article). Let’s hope other cities begin doing the same instead of wasting time on foreign affairs they have no control over or "sticking it" to small business owners.
Ouch, Ronald Reagan just turned in his grave and broke an ankle. Mayor Gee is probably as far away from the Gipper as penguins are from Arctica. Gee is a typical "Big Government" guy. He is on the board of Caltrain, SamTrans, Redwood City, RWC police and others; none of these organizations is actually doing what they are supposed to. Instead all these organizations claim to be broke. Redwood City's police stopped traffic enforcement years ago instead they seem to collect military memorabilia, like a retired WWII general. SamTrans and Caltrain used to be led by one CEO in one HQ, now they split into 2 and soon will own 3 or 4 HQ buildings. All while reducing service and preparing voters for the "Fiscal Cliff".
This weekend was the San Mateo Progress Seminar, where corporate interest mingles with willing politicians. Our best guess is that the county discussed which proposals will go to the voters this fall.
- Samtrans asking for a "Fiscal Cliff" bailout because of 'reimagination' of ridership (aka cutting service)
- Caltans asking for more money to pay for the Electrification budget overrun
- RWC wasting money on personnel lacking necessary modern background (e.g. Transportation Dept)
- RWC buying expensive designer office furniture for people that are hardly in the office
- RWC constantly mishandling grants and funds that would benefit ADA, kids and the elderly
- RWC considers all kinds of new fees, taxes, income - the message will be that the city would have to let many Emergency Responders if voters don't approve.
- Many of those fees will be paid by businesses
Btw Redwood City also closed of two streets (like California Ave in PA or B-Street in SM). So are these street closings and business fees now pro- or anti-business?
Well written, easygerd. Folks get the government they vote for and your list of Dem incompetence and requests for taxpayer ATM withdrawals by RC is likely what they’ll get. But at least RC will have the equipment, thanks to Mayor Gee, to tamp down violent protests, right? Meanwhile, vote NO on any proposals from the government that takes your hard-earned money.
When was there ever a violent protest in RWC? When are there every any protests in RWC that weren't set up and organized by the council itself? Usually it's about "renters" and "housing advocates" asking for more office buildings (sorry, I meant affordable housing of course)
Police already have license plate readers and Military SWAT equipment. How would drones help there? Are they planning missile attacks? Looks more like a big government police state.
Just one example, police also have those expensive shot plotters, an ordinance with huge fines for fireworks violators and yet they have never caught anybody. I bet they never issued the $10,000 fine either. That would be a great way to start using this military memorabilia and make some income.
