The city of Belmont has received a proposal to demolish a warehouse, rezone the parcel and build a new research and development office building on the site.
The project is entering the environmental review phase, for which the City Council are set to select consultant LSA Associates at a meeting Feb. 26. According to a staff report, an environmental impact report is necessary because the applicant’s traffic engineer identified potentially significant and unavoidable traffic impacts.
The proposed building at 2 Davis Drive is 71,000 square feet with three floors of offices above one level of garage parking with 63 stalls. It is off Ralston Avenue and near Ring Central, Ralston Middle School and Crystal Springs Uplands School. A surface parking area would accommodate 150 vehicles for a total of 213 parking spaces, and that’s below the city’s standard zoning requirements, which come out to 256 parking stalls for the proposed project.
The roughly 3.24-acre project site is currently home to a one-story, 21,500-square-foot warehouse constructed in 1962. GoPro occupies part of the building, but it’s largely vacant, said Community Development Director Carlos de Melo.
The applicant is requesting a rezone of the site to Planned Development to accommodate a building of greater height and scale than is allowed under the current zoning, de Melo added. The proposed building is four stories or about 57 feet tall.
The project entails landscape improvements and the applicant is also proposing to donate a 0.37-acre portion of the land to the city for the construction of a new Fire Station 15, which is currently located not far away on Cipriani Boulevard.

“That building is in need of an upgrade and the city has been exploring various scenarios for how to deal with that situation,” de Melo said
According to LSA Associates, the future fire station could be 9,400 square feet and three stories tall and access to both that building and the R&D office building would be provided by Davis Drive. The fire station site would be graded as part of the office building project and later constructed by the city.
For the proposal, the consultant anticipates less-than-significant impacts related to aesthetics, cultural resources, utilities and service systems and wildfire, among other study areas.
The council will not make any decisions about the proposed development at the meeting as it’s in the very early stages of review and the first public hearing is months away, de Melo noted.
