The California Independent System Operator (ISO) declared a Stage One Electricity Emergency yesterday between the hours of 5:30 a.m. and 10 p.m. and is asking customers to conserve electricity. A Stage One emergency results when operating reserves fall below seven percent.
Last week the ISO issued Stage Two emergencies on Monday, Tuesday and Wednesday when the operating reserves fell below five percent.
"This is a little unusual," said ISO Spokeswoman Stephanie McCorkle. "Some of the generators are off-line due to maintenance." She also added that the un-seasonably cold weather the Bay Area experienced last week contributed to the high demand for electricity. "In November the demand is usually less," she said.
The outlook is improving though, McCorkle said, because the generators which are off-line are expected to be repaired this week and because the temperatures in the Bay Area are expected to be warmer.
The weather for San Mateo is expected to stay in the upper 50s to low 60s in the next week, about 10 degrees higher than the temperatures were last week, according to Diana Henderson at the National Weather Service.
The Bay Area is no where near experiencing the rotating blackouts which occur when the operating reserves fall below one and a half percent in a stage three emergency, McCorkle said. " We are not in danger of having rolling blackouts," she said. "We've never gone to a stage three before and we're not even close to it at this point."
Rotating black outs are when the ISO shuts off power for certain customers for about an hour at a time.
