For demonstrating extraordinary service both on and off duty, the City Council bestowed its Community Service Award upon San Mateo firefighter Mark Greene at last night's meeting.
On July 27 of last year, Greene was riding his bicycle on the 1900 block of Lakeside Drive in Oakland when Virginia Hussey's car went out of control and hit several parked cars.
Her car almost hit Greene, who had to jump off his bike and into the lake to avoid being hit. Apparently, Hussey, 88, passed out at the wheel due to a preexisting medical condition.
The car then jumped the curb, traveled across a lawn and plunged into Lake Merrit in Oakland. The car filled with water as the victim lay unconscious against the steering wheel.
Greene then waded further into the lake, forced the car door open and pulled Hussey from the wreck. He provided emergency care to Hussey until rescuers arrived on the scene. The city commended Greene for his quick actions and the risk he put himself in while trying to save her. Hussey later died at Highland Hospital.
"I think what he did was impressive, especially because he nearly injured himself," said Fire Chief William McDonald.

McDonald said the woman's sister-in-law, Elizabeth Hussey, sent a $1,000 check to the fire department for Greene to contribute to the charity of his choice in appreciation of his efforts.
"[Elizabeth Hussey] said she was grateful because he turned a terrible tragedy into a bad accident," McDonald said. "She lived until the next night and the family was able to assemble and be with her."
McDonald said Greene's acts were especially impressive because even under those extreme conditions he relied on his instincts and his training to effectively rescue the woman.
The city commended Greene in his commitment to service and dedication to saving lives.
"You make it happen," Mayor John Lee told Greene. "You are here for the citizens."
