Sofia Mangalam was promoted to Foster City deputy city manager, where she will help lead the City’s strategic economic development initiatives while also providing executive oversight to the Community Development Department.
“As Foster City continues to evolve, Sofia has demonstrated strong leadership in aligning community development goals with economic opportunity,” City Manager Stefan Chatwin said in a press release. “Her strong partnerships with the business community and her efforts in facilitating commercial tenant occupancy position her well to advance the City’s economic development priorities.”
Mangalam brings to the role more than 20 years of experience in local government, community and economic development, sustainability, housing policy, and land use planning. She first joined Foster City in 2020 and returned in 2023 to serve as Community Development director.
Her professional experience also includes the Town of Los Altos Hills where she served as Planning Director, City of Newark, New York City Department of Transportation, New York City Department of City Planning, and several architectural firms.
