Kathy Kleinbaum will be named the next San Carlos city manager at the City Council meeting April 27.
Kleinbaum will replace former City Manager Jeff Maltbie, who recently retired. Kleinbaum previously served as assistant city manager for the cities of Belmont and San Mateo, was the Economic Development manager in Los Altos, and senior project manager with the city of Oakland Redevelopment Agency.
She holds a bachelor’s degree in Earth Systems from Stanford University and a master’s degree in city and regional planning from UC Berkeley. While at Belmont, she led many initiatives, including the adoption of the Housing Element, the design and implementation of an updated business license tax structure, and the development of a community benefit framework. At San Mateo, she led the adoption of the local minimum wage, the implementation of the Kiku Crossing affordable housing development and downtown garage project, the establishment of the pedestrian mall on B Street and the city’s outdoor dining program, and the adoption of the city’s DEI Strategic Plan.
