A Foster City man who pleaded no contest to 28 counts of sexual assault against a relative and was found guilty by a jury of felony assault on a police officer was sentenced to 194 years in state prison, Sean Gallagher, San Mateo County chief deputy district attorney, said.
The man, Jowy Roman, had been molesting the relative since she was 8 or 9, moving from sexually assaulting to raping her to force her to submit to the assaults, according to the DA’s Office. After the relative told a family member, the police were involved.
When officers arrived at Roman’s residence with an arrest warrant, he hid in the shower with a knife and attempted to stab the officers. In response he was shot in the abdomen by an officer, according to the DA’s Office, .
Roman had repeatedly told the victim that he would kill himself or encourage police to kill him if she told anyone about the abuse.
The sentence “was what we asked the judge to impose,” Gallagher said.
“Based on the unimaginable conduct over all those years, for that poor child, that was the appropriate sentence,” he said.
