Unfortunately, Mr. Currier, this penalty for the hoi polloi is to obtain funding for ever increasing pensions and benefits – somebody has to pay for them. Meanwhile, those that can’t afford to use the no-longer “free” lane will continue to use the “free” lanes and increase our area’s emissions via higher congestion. Elections have consequences. You get the government you voted for.

Agree 100%, Mr. Currier. Caltrans and our "transit officials" continue to penalize commuters for staying in their cars while providing NO workable alternative in public transportation. Huge buses, mostly empty due to poor routing, safety concerns, and woeful on-time records, clog our streets and rather than replace them with more innovative and workable alternatives transit officials reduce parking, increase tolls, and add pay-to-use lanes in order to "force" commuters onto non-existent public transit alternatives. What a brainless way to run a highway and commuter system.
