There was merit for carpool lanes on Highway 101, which incentivized reducing traffic volume — and anyone could equally qualify for it.

Unfortunately, Chris, this penalty for the hoi polloi is to obtain funding for ever increasing pensions and benefits – somebody has to pay for them. Meanwhile, those that can’t afford to use the no-longer “free” lane will continue to use the “free” lanes and increase our area’s emissions via higher congestion. I wonder whether someone can do a study to gather numbers on the increase in commute times and number of road rage incident. Perhaps some numbers on other unintended consequences due to these toll lanes, such as more garbage on the side of the highway, more accidents, etc.?
