I was struck by the statement in last Thursday's edition of the Daily Journal, regarding the cuts anticipated by the county's Probation Department, that the cost of incarcerating thirteen juveniles is currently $1.6 million annually ($123,000 per individual).
As Californians see increasing reductions in funds for education, health, recreation, etc., it is difficult to reconcile the cost of juvenile incarceration exceeding the cost of a year in K-12, community college, CSU, UC, or even adult incarceration in California state prisons.
Is the recidivism rate for juveniles lowered by this expense? How does that rate and cost compare with other states? How much of the cost is spent
