Gov. Gray Davis offered a hand to California's largest utilities as they cried for help, two sinking ships caught up in the same roiling energy crisis.
Southern California Edison cautiously grabbed hold and entrusted its survival to the same government that helped create an electricity market that has drained more than $12 billion from the utilities since May.
The other utility, Pacific Gas and Electric, spurned Davis, expressing little faith in the state's lawmakers and regulators and plunging instead into the perilous depths of bankruptcy.
For the first time since the energy crisis began, the two utilities are now moving in decidedly different directions
