A proposed bill limiting new vehicle models to driving only 10 miles over the legal speed limit through the use of speed governor technology would make roads safer, advocates say.
South City is moving ahead with lowering the speed limits around 13 schools as part of an ongoing effort to reduce pedestrian collisions and boost student safety.
Lowering speed limits are often out of a city’s purview, though the state does allow adjustments under certain parameters. To reduce to 15 mph, the road must not only be within close proximity to the school, but it also must have no more than one travel lane in each direction.
City staff said they identified about 33 roads that meet all the necessary conditions in the city.
According to a staff report, the likelihood of fatality or serious injury doubles when a vehicle travels 21-25 mph compared to 36-45 mph, making the issue particularly salient, said Senior Civil Engineer Jeffrey Chou.
“Over the past year, staff has regularly met with the community through multiple city events to inform them of upcoming speed limit changes,” he said. “City staff has also been working closely with both the school staff and the school district, and they've all been very supportive in advocating for the speed limit reduction.”
Some of the schools that would have reduced speed limits nearby include Alta Loma Middle School, Baden High School, Buri Buri Elementary School and two private schools. The initiative is part of a broader effort to implement more school safety measures., including higher-visibility crosswalks and flashing beacons at crosswalk intersections.

Councilmember Mark Nagales said he was supportive of the efforts, but felt more work was needed.
“It’s one thing to approve lowering down the speed limit, but it’s the hope that people actually follow it. Just because we put the speed limit there, doesn’t mean we are going to see drag racing slow down,” Nagales said. “There also needs to be additional things we need to do to slow down drivers.”
The city awarded a $677,930 contract to Bayside Stripe & Seal during the city’s Sept. 11 meeting for the project. Project completion is estimated for early next year.
