Avelar has served in the Foster City Police Department for 22 years and was selected as the department’s first ever female police chief in 2019. She also served as Foster City’s acting city manager in 2021. She also served as the president of the San Mateo County Police and Sheriffs Association and is currently the president of the California Police Chiefs Association.
“I am deeply thankful to Chief Avelar for her many years of commitment, leadership and service to the Foster City community,” City Manager Stefan Chatwin said in a press release. “Under her guidance and direction, the Foster City Police Department continues to set the standard for integrity, professionalism, and community service in law enforcement. We appreciate the more than two decades she dedicated to Foster City, and we wish her all the best in her next chapter.”
