As Redwood City looks to make significant improvements to the Highway 101/Woodside Road interchange, it must first acquire access to nearby property before it can move forward, but some property owners are objecting to the effort.
At the upcoming council meeting, April 28, a public hearing will be conducted to discuss the needed acquisition and collect responses from interested parties before the city council will vote whether to adopt a resolution declaring the procurements’ necessity.
The city must obtain permanent right-of-way, access rights, and temporary right-of-way construction easements at 11 separate properties, which is estimated to cost $2.8 million, according to a staff report.
The city has budgeted approximately $33.4 million for all of the land rights needed for the project, which is estimated to be $21.3 million, according to the staff report. The budget is comprised of funds that will be reimbursed by acquired county, state and federal grants, and anything left over will go toward construction costs, the staff report reads.
Two property owners — who own land that are a 24-Hour Fitness and a Smart and Final — have requested to be heard at the upcoming hearing, stating they object to the procurement of their property.
Eminent domain proceedings will also seek partial land that include a CVS, San Carlos Restaurant Supply, Extra Space Storage and Broadway Auto.

If the council approves the resolution of necessity for the acquisitions of property, Redwood City will have the right to obtain possession of the property for just compensation. The council must approve each of the 11 resolutions with no more than two nay votes of its seven members.
The major revamp of the congestion-prone interchange has long remained a city goal, and in December 2024, councilmembers studied the project which looks to “enhance traffic safety, reduce congestion and pollution, and provide safer bicycle and pedestrian facilities,” the staff report reads.
“The Woodside Road and U.S. 101 interchange is a major access point to the City and provides primary access for vehicles from the north and south travelling to and from the City,” the staff report reads. “This interchange is regionally important as one of only three east-west links within the Peninsula.”
The project plans to widen Woodside Road to six lanes, three in each direction, with turn pockets. It also will reconstruct all ramp connections between the road and Highway 101, and construct two flyover ramps for Veterans Boulevard from northbound Highway 101 and to southbound Highway 101. The revamp is to eliminate the existing five-legged intersection at Broadway and Woodside Road. Major upgrades to pedestrian and bicycle facilities throughout the project area will also be done.
