The Redwood City Council received an update on the reimagining effort of the State Route 84 and Highway 101 interchange and nearby roads, addressing a major traffic area of concern in the city with an expected completion in 2030.
The existing five-legged interchange including Veterans Boulevard, the subsequent five-legged intersection at Broadway and multiple slip ramps makes the area dangerous and prone to congestion.
The goal of the reimagining project is to alleviate these concerns, Leo Scott, lead consultant on the project, said.
The project will center around Woodside Road, and will include improvements at the Seaport Boulevard and Blomquist Avenue intersection on the east side of the interchange toward the port, and Woodside Road’s intersections with Veterans Boulevard, Broadway and Bay Road.
A major component of the planned improvements include constructing an elevated flyover of Veterans Boulevard over Woodside Road connecting to the freeway.
From 2018-21, the interchange experienced 190 collisions within the immediate project area, including one fatal vehicle-vehicle crash and seven severe vehicle-vehicle collisions, according to the staff report.
The complete absence of pedestrian and bicycle infrastructure along Woodside Road between the interchange and Bay Road also presents a consistent danger.

The project will include 4.2 miles of new bicycle and pedestrian facilities — including sidewalks, protected bike lanes and pedestrian gates at railroad crossroads — compared to the three-quarters of a mile improvement to vehicle facilities.
“It is incredibly exciting to see this project come forward,” Councilmember Isabella Chu said. “Many people from my district have to cross this intersection on foot or bike so I’m very grateful to see so many improvements to bike/ped facilities.”
The updated cost estimate puts the project grand total at $384 million, a $60 million increase from the previous estimate made in 2018. Material costs were the largest cause for the increase, according to the staff report.
Councilmember Jeff Gee said he hopes the process can move faster, and with every year that passes the project will continue to become more expensive.
“We’re at the point where we’re almost there but we’re now going to start chasing construction cost escalation,” Gee said. “We need to get started sooner to minimize cost increases to the budget because unfortunately time is money.”
The project was awarded two large grants this year, totaling $153 million from federal and regional funding sources. The remaining gap is $14.2 million, but the city and Caltrans applied jointly for state funding to cover this amount.
If awarded the grant in June 2025, the project will be fully funded, and construction could begin in late 2026 or early 2027 and be completed in 2030.

There are several special car bridges, underpasses, flyovers, etc. - there is no such thing for people on foot or bicycle. They are mixed in with cars. The same kind of architecture is what just killed a woman riding a bicycle in San Carlos.
There is also no improvement in congestion here as the cars will still have a hard time getting onto the congested highway. Being faster on the congested El Camino just creates more air pollution in that area.
How projects like this get the Environmental Impact Report approved is a "monetary" mystery.
You are right, this will most likely be another example of a useless infrastructure project that doesn't fix the existing problem. Example the El Camino exit off of 92 West did absolutely nothing to alleviate the congestion since the onramp from Delaware onto 92 W. still exists.
