The San Carlos City Council showed support for a reconfiguration of top City Hall staff but wanted to wait until a new city manager is hired before making any changes.
The new city manager, councilmembers said, may want to set up city staff in his or her own way.
The decision, made at Monday night's meeting, will put off any changes until at least this spring when a new city manager is hired to replace Mike Garvey, who is retiring.
"They said, 'Conceptually, we like it, but the timing isn't right,'" said Assistant City Manager Brian Moura.
The proposal was to consolidate the city's nine departments into four, reducing the number of directors answering directly to the city manager. It will also make the city manager's job more appealing while creating new opportunities to move up the career ladder.

The current departments are: finance, human resources, community development, building inspection, planning, parks and recreation, public works, police, fire service and city manager.
Under the new plan, administrative services will include finance and human resources. Community development will encompass building inspection, planning, city engineering and redevelopment and housing. Community services will group parks and recreation, public works, parks maintenance and building maintenance. Public safety will manage police and the pending fire service contract.
The new arrangement would not necessarily create more jobs since the city is expecting a number of retirements in the coming year, Moura said.
The council is planning to hire a replacement by the time he leaves the city in May.
