I am writing this in my personal capacity as a businessman, community leader and father. Foster City has an important choice to make this June. Measure P is on the June 5 ballot to locally fund levee improvements and avoid flood zone designation by the Federal Emergency Management Agency. A yes vote for Measure P protects our city.
Don’t be fooled by those telling you levee improvements can wait; their priorities are not about protecting your home or saving you money. Voting no means FEMA will designate Foster City as a flood zone as soon as October 2018. Without Measure P, our city and essential services like fire, police, water, sewer, and transportation infrastructure will be left at flood risk in a storm or other natural disaster.
On top of not being protected, most homeowners and businesses will be required to pay about $2,000 to $3,000 in annual flood insurance. Paying for insurance does not protect you or your home from flooding, whereas voting yes on Measure P will.
The choice is clear. Don’t pay thousands of dollars more per year to leave homes, schools, businesses and our community unprotected. The city cannot wait and we, as residents, cannot wait.

This need for a wall is an unadulterated shakedown. This huge project is based on maps FEMA drew in 2016 that look like a preschooler drew. Foster City is being extorted with a gun to their heads based on these maps. FEMA is increasing the people who need insurance so that losses can be absorbed by more and more homeowners throughout the country. There is time for Foster City to make moves that are in its own best interest, however, a bureaucratic agency of the federal government is causing the city to make these decisions without much research or planning and with artificial time constraints that are made up out of thin air. I feel sorry for my friends in Foster City who are being pressured financially at a time when it is not necessary and can be solved locally, not from Washington DC.
