The recent chaos, confusion and conflict surrounding the selection of new mayors for Millbrae and San Mateo point to the need for at-large election for filling the office.

I agree. Peninsula cities should examine the benefits of electing a mayor.

Rotating a councilmember into the mayor's slot just because he or she has sat on the council for ten years (maybe more, maybe less) and is deemed by tradition to be that councilmember's turn to wield the gavel is probably not the best way to select a mayor.

I am not sure that the rotating mayor is all that bad. If they do a bad job they will only get a short time to mess things up. On the other hand if they do good it is too bad they can't stay longer. At least it may give voters a better look into the individuals competence when the next voting cycle comes up.

Yes, there can be some benefits to rotating the mayoral duties. However, I'm not always comfortable with the explanation that we should rotate the appointment because it is a tradition when only a handful of people are involved in the appointment. We'll have to wait and see if poor performing appointees get their comeuppance at the next district election.
