No charges will be filed against the Redwood City police officers who shot and killed a man who allegedly pointed a gun at them after threatening a neighbor, District Attorney Steve Wagstaffe said.
“It is my conclusion that the officers’ use of force under the circumstances encountered by them on that date was lawful,” District Attorney Steve Wagstaffe said in a letter to Police Chief Kristina Bell.
On Nov. 11, officers responded to a 911 call that reported a man fired a gun into the sidewalk on the 200 block of Hazel Avenue before fleeing on foot. Upon arrival, the officers were approached by armed suspect Jose Reynaldo Lombera.
Lombera, 48, died from four gunshot wounds after being transported to the hospital.
The officers involved in the incident were Sgt. Ruben Orzoco, Officer Jake Granado and Officer Carlos Ordaz.

Orozco and Ordaz were equipped with rifles and Granado had a handgun. Two other officers responding had less-lethal weapons.
The officers with less-lethal weapons attempted to subdue Lombera after he went for his own gun, but were unsuccessful. After Lombera grabbed his gun and “took a shooting stance,” Orozco, Ordaz and Granado fired their weapons. Nine shots were fired and four struck Lombera, according to Wagstaffe’s report.
Traces of methamphetamine and alcohol were found in Lombera’s system at the time of death, according to Wagstaffe’s report.
The officers were placed on administrative leave following the shooting, and the case was referred to the San Mateo County District Attorney’s Office for review. Wagstaffe gave his official report to Bell March 9.
