A zoning overlay district will be established in San Carlos’ northeast area to require a conditional use permit to ensure any developments are consistent with the goals of the Northeast Area Specific Plan.
The $1.5 million Northeast Area Specific Plan covers a roughly 145-acre section of town historically referred to as the Harbor Industrial Area, land bound by Holly Street to the south, to the city limits at Belmont Creek, and between Highway 101 and Old County Road. The plan is expected to be complete by early 2025 and will act as a guiding policy document for future change in the area.
Councilmembers in April 2022 temporarily paused development in the northeast area with the intention of helping the city get ahead of an anticipated influx of new development, particularly from life science developers who’ve already proposed numerous projects on the east side of the city.
The overlay district was proposed because, on April 7, the current developmental moratorium on the northeast area will end and therefore development applications can once again be submitted. The amendments to the municipal code, voted in favor of, unanimously, by the San Carlos City Council, will allow for additional oversight and discretion over any such applications.
“That’s exactly what is intended by this additional finding, to allow the Planning Commission to evaluate whether or not the proposed use permit is in conflict or compatible with reasonably foreseeable uses there,” City Attorney Greg Rubens said.
The conditional use permit would be an additional requirement to projects such as those that already require lot line adjustments, a subdivision, design review, plan development or a variance. It will not apply to permits such as those already approved prior to April 25, 2022, sign installations, or minor exterior improvements.
Amendments will be made in the Zoning, Industrial Districts and Use Permit sections in the San Carlos Municipal Code to address the possible requirement of the new conditional use permit specifically in the northeast area.
A second reading of these amendments will be conducted March 11 and, if maintained, will become effective 30 days later. The overlay district is intended to be repealed once the Northeast Area Specific Plan becomes adopted. The Northeast Area Specific Plan is slated to be completed by spring 2025.
