Redwood City celebrates improvement underway at Hoover Park, with City Manager Patrick Heisinger; Councilmember Isabella Chu; Mayor Elmer Martínez Saballos; Tiarra Warner, director of Parks, Recreation and Community Services; Parks and Recreation Commissioner Isabelle Ling; Councilmember Marcella Padilla and Angelo Tom, Community Planning and Development director at the Department of Housing and Urban Development.
Hoover Park in Redwood City is getting a huge makeover, and city staff, councilmembers and regional partners celebrated the groundbreaking on Monday’s sunny afternoon when the park would normally be filled.
The park, located on the corner of Spring Street and Woodside Road, has had updates over its many years but some of its amenities dated back to 1966, a press release said. The process for the major rehabilitation project began in 2022 and the results are long-awaited.
“Today is a great example of what it means to invest in a neighborhood, in families, and in the public spaces that bring people together,” Mayor Elmer Martínez Saballos said, standing in a patch of dirt from the completed demolition. “Parks matter because they are where community happens.”
The renovation project will include a new splash pad and water spray play feature, a fitness court, pickleball courts, a turf volleyball court, multiple playgrounds, play space for dogs and congregational spaces.
The park’s master plan was approved in the summer of 2023 and included robust input from the community.

“This renovation represents a major investment in a neighborhood and space that deserves care, attention and long term commitment,” Martínez Saballos said. “These are not small changes, these are the kinds of investments that will strengthen quality of life and show residents their neighborhood matters.
Marking the final stretch of the park’s rehabilitation means so much to the community who uses it every day, Councilmember Isabella Chu said, as the district representative.
“Every time I walk by here, the soccer fields are packed with families, children and community members playing soccer, connecting, building relationships and getting physical activity, doing all the things that parks are meant to do,” Chu said. “This is such an important community hub.”
Construction began in January 2026 and is expected to conclude in January 2027.
The project is funded through an $11 million investment, including $4.6 million in Community Development Block Grant that were generated from a sale of 1306 Main St. in 2022. The city invested $6.4 million in the project.
