Man exposes self to girl at Christmas tree lot

Allan Meaney

Two court-appointed doctors are split over whether a convicted sex offender is mentally competent to stand trial for allegedly flashing a mother and child at a Christmas tree lot and, while out on bail four months later, reportedly harassing several San Bruno children.

The stalemate means a third doctor will break the tie over Allan Wayne Meaney’s competency. The final report on Meaney, 67, is due back Oct. 23. Meanwhile, he remains in custody on $500,000 bail in the first case and $125,000 for the second.
