As Californians are set to vote on another state constitutional amendment, it is worth noting that since adaptation in 1879, the California Constitution has been amended 524 times according to Bollotpedia. And more often than not, these are for, as Jefferson would put it, light and transient causes. As the foundational document, shouldn’t the Constitution of a polity be firm and stable?
