I recently was on Interstate 580 in rush hour traffic and watched cars barreling by me in the toll lane. It struck me if we are trying to move all traffic along, it would be better to have all lanes accessible to all cars.
This is simply a way for the state of California to make money. Let’s not pretend it is anything but a revenue source. If carpool lanes are not full on Highway 101 then make them for everyone, they will fill up all on their own. No additional cost.
I think it is important to highlight the 580 express lanes were added, whereas 101 is taking an existing lane in each direction to convert (a 20% reduction in capacity). If the express lanes do not extend all the way to the Bay Bridge we are just moving the congestion problem somewhere else, after the 380 interchange, which is already slow.
