The July 31 article about officials being tickled that Highway 101 express lanes “meet expectations” was silent on the most important factor.
In day-to-day encounters with everyday non-officials, I cannot recall a single person happy with the proliferation of road tolls. No mention is made of their net effect on air pollution and average commute time (both would almost certainly be better without the tolls), the $12+ often charged to go just from Redwood City to Palo Alto, the slippery introduction of facial recognition, or the cost of running the system.
I believe Californians overwhelmingly oppose tolls on roads and bridges, which have become the preferred means of thwarting citizens’ successful initiative requiring that tax increases face super-majority legislative approval. An AI search could not provide public opinion statistics, suggesting that tolling practices are so unpopular that they are given the silent treatment. Roads are essential to life, and should not be used as a means of extortion. What must we do to end this?

I’m surprised that they “meet expectations” for a different reason. When I take the 101, which is outside of peak commuting hours, I see an express lane that is rarely used while traffic clogs in the other lanes. Often the fast lane is well below the speed limit, and drivers are changing lanes in an effort to go around the slower cars. The 101 has gotten distinctly less pleasant for driving.
California voters actually passed RM3 to increase toll fees (annually) as recently as 2018.
