The bikes on board program is so successful and cyclists are loyal and consistent Caltrain users that this seems a reliable and predictable customer base to grow ridership with. There is very limited space for adding customers with cars since they will have nowhere to park. Furthermore, this bikes onboard program represents a great model for other transit agencies to copy in the future since gas prices are going to require that people start thinking about commuting without a car.
Demonstrating how this program can be scaled when it proves successful after an initial period would show significant leadership by Caltrain. Expanding the bikes onboard program is a key part of the decision process in how to spend funds to improve the Caltrain experience for cyclists. Increasing bike space on the train is a more efficient way to grow ridership than increasing the number of passengers on the train that requires a parking spot at the station to leave their car for the day.
Parking is limited so focusing on increasing capacity for cyclists as opposed to drivers makes sense. Right now bikes onboard is at capacity and the unpredictability of whether I can get on the train with my bike is significantly effecting my commute experience and introducing much frustration into my day to the point where I am choosing to move to avoid having to take Caltrain.
