As a resident of Foster City, I will confirm that within the past few days we have experienced a drastic increase in mosquitos. And speaking just for myself and my family can state that recently we have collectively been bit a minimum of 25 times! Some of those bites on my 2-year-old daughter! Though it is definitely a positive sign (to say the least) knowing that the Mosquito Abatement District is working to reduce the presence of the insects, it is however, causing an immediate adverse effect since they have decided to spray city-by-city; resulting in the mosquitos frantic rush to nearby cities (and attacking the residents).
It is no secret that the worry of West Nile has increased significantly among us San Mateo County residents (especially those in and around Redwood City), so would it not have been more effective (and made more sense) to cluster the spraying of cities knowing the high-risk areas? Sounds to me like they didn't think this through very logically!
