I am writing to make the homeowners of Burlingame aware of a dramatic tax increase on their property bill if Measure B passes on March 6, 2001. My concerns are:
1. The ballot states that it will cost $365 per parcel a year and will be adjusted annually by changes in the Consumer Price Index. In other words, it starts at $365 and heads upward each year. The ballot does not state that there is no sunset clause. Most parcel taxes have an end date of 5, 10 or 15 years. This can go on endlessly.
2. If this measure passes, I will pay the same amount of money as someone who owns apartment buildings, commercial properties or hotels. People are equal but not parcels. More than half of the people that live in Burlingame are renters. The owners of these buildings will be charged one parcel tax of $365 no matter the amount of apartments in their buildings.
3. Senior citizens are exempt from Measure B regardless of wealth or income. In an effort to assist and court the senior vote, the school board voted last week to adopt a resolution that will make renewal automatic. There are many seniors who need and deserve an exemption but I do not agree with the premise that they can vote on this measure and then turn around and file an exemption that is automatically renewed each year. Please tell me how the school district will tract seniors who move out of Burlingame if they only have to file a one-time exemption.
4. We are presently in a curve of declining enrollment in our elementary schools in Burlingame and now accept 140 students from outside the area to boost enrollment. Why are we being asked to be taxed further when enrollment is declining?
I urge every voter in Burlingame to examine these issues before they go to the polls.
