A San Mateo man has been charged with a slew of attempted charges for allegedly attempting to kidnap three separate women, all unknown to him, San Mateo County Deputy District Attorney Shin-Mee Chang said.
The man, 18-year-old San Mateo resident Royhil Lakhan, has been charged for the attempted kidnapping of a 37-year-old woman in Burlingame, a 40-year-old woman in San Mateo and a 24-year-old woman in Hillsborough from October to November, Chang said.
Lakhan has also been charged with kidnapping to commit a sexual offense in one case and child cruelty in another, as one of the victims was with her child when the alleged incident occurred.
None of the victims were known to him, Chang said. She was unable to provide more detail until the facts in the case are heard.
Lakhan was arrested last Saturday, the same day he allegedly brandished what looked like a black handgun at a random woman on Burlingame Avenue, Burlingame Police Lt. David Perna said.

He was allegedly driving a dark SUV when he exited the car and approached the woman walking on the sidewalk and brandished a black BB gun, which looked like a handgun, Perna said.
The woman screamed for help, allegedly causing the suspect to startle, reenter his vehicle and drive away, Perna said. The kidnapping attempt was reported to the Burlingame Police Department at 3:33 p.m. Nov. 2.
“It appears to be completely random,” he said. Using witness testimony, including a partial license plate number, the Burlingame and Belmont police departments were able to locate the vehicle on the 500 block of O’Neill Avenue, Perna said.
Lakhan is being held on a $500,000 bail and will appear in court on Nov. 14 for further arraignment.
