Sheriff Christina Corpus announced she has contracted Manjit Sappal, a former police chief, to provide “strategic support” to the Sheriff’s Office and its dwindled executive team.
Retired from chief of police at the Martinez Police Department, Sappal is now on contract with the Sheriff’s Office to work on “special projects, assisting with day-to-day operations and more,” Corpus said in a Jan. 6 press release.
“Manjit is a well-respected and highly experienced law enforcement leader, and I’m thrilled he has come on board as a contractor with the Sheriff’s Office,” Corpus wrote.
Corpus’ executive team is made up of herself and Undersheriff Dan Perea. Her assistant sheriff positions remain vacant after she fired Ryan Monaghan in September, and his successor Matthew Fox quit Nov. 14. Former chief of staff Victor Aenlle was a civilian member of the executive team, but his role was ultimately dissolved by the San Mateo County Board of Supervisors in November.
An investigation conducted by retired judge LaDoris Cordell found that Aenlle and Corpus were engaged in a personal relationship beyond friendship, that Aenlle had cultivated a culture of fear and hostility within the Sheriff’s Office, and was allegedly impersonating a sworn officer.
Corpus attempted to keep Aenlle around by promoting him to assistant sheriff, but his qualifications for the role remain in question and the Sheriff’s Office has not confirmed whether he is undergoing the hiring process to fill the role. As far as the county is concerned, Aenlle is not its employee.
On Nov. 26, Corpus said she would be “moving forward with a restructured leadership team” and would announce her assistant sheriffs once the hiring process was complete, but no update has been provided since.
Sappal has a master’s degree in public administration from Golden Gate University and holds a bachelor’s degree in business management from the University of Phoenix. He spent 27 years policing with the Pittsburg Police Department, the Richmond Police Department and the Martinez Police Department.

What law enforcement professional would ever entertain being part of her “leadership team?” None! Getting Sappal on a “contract” will be the closest she’ll get. Godspeed Mr. Sappal.
