After an incident when a resident in East Side San Carlos shared frustrations that their shared fence was shot through with a pellet gun, the City Council is now considering expanding its definition of firearms that are prohibited within city limits.
At its upcoming board meeting Sept. 9, councilmembers will vote on expanding the definitions of firearms to include air rifles, BB guns and other specified weapons, to address raised safety concerns especially in more densely populated neighborhoods.
“Given the urban/suburban nature of San Carlos and its neighborhoods, these weapons are not suitable to fire or use in the city and discharge should be prohibited, expect as specific for legitimate law enforcement use, or at bona fide shooting and target ranges, and consistent with state and federal laws,” the staff report said.
The updated definition would include bow and arrows, which can have an effective range up to 400 yards and could be deadly, the staff report said.
The definition also includes crossbows, air guns, blow guns or “any other weapon of a similar nature design to discharge a projectile propelled by the expansion of a gas, explosion or other combustion, or through a spring or any other device design to throw a sling or otherwise project any solid object.”

Further code amendment clarifies the intention of the updated regulations is to remain consistent with state and federal law, the staff report said. The updated ordinance would take effect 30 days after its adoption.
The City Council will also receive a report on the city’s street rehabilitation process including how streets are selected for rehabilitation and the types of treatment solutions that are used.
On consent, councilmembers will also approve updated zoning regulations to allow commercial child care facilities to be operated in certain existing buildings — primarily churches — within three new zoning districts, including single-family zones which make up the majority of the city.

This article is misleading – it’s my understanding that you can’t prohibit anyone from legally owning a firearm in San Carlos or anywhere else however much some folks want to restrict your Second Amendment rights. It’s just illegal to discharge a firearm in certain locations (although I get the feeling if challenged, this might not hold up in court).
