The San Bruno City Council is raising water utility service rates for the city around 6% each year for five years, it unanimously voted at its Dec. 12 meeting.
The decision was made to mitigate a 27% wholesale water rate increase by the San Francisco Public Utilities Commission, where San Bruno purchases its water. Additionally, the city hopes a rate increase will assist in replacing infrastructure, including three aging water tanks, and keeping pace with inflation.
“Nobody likes rate increases, but really the goal was to implement the lowest possible rate increases while supporting the cost of service, and do it in kind of a steady, gradual way,” Nick Pegueros, San Bruno chief financial officer, said at a Dec. 14 City Council public hearing on the topic.
The city has not had a water rate increase in three and a half years, Pegueros said Dec. 14. A planned July 1, 2021, water rate increase was canceled to provide COVID rate relief.
Additionally, San Bruno currently has the lowest fixed monthly service charge of all 15 Bay Area agencies surveyed, although Pegueros acknowledged it might not feel that way to residents who receive a bi-monthly bill for water, sewer and cable services.

Single-family residences that currently pay $25.58 for monthly service charges will now pay $27.11 in 2024, $28.73 in 2025, $30.45 in 2026, $32.27 in 2027 and $34.22 in 2028.
All other accounts pay monthly service charges based on meter size, and those with three-fourths inch meters will pay the same as those with single-family residence designations. Those with one-inch meters who currently pay $42.63 a month will pay $45.18 in 2024, $47.88 in 2025, $50.75 in 2026, $53.78 in 2027 and $57.03 in 2028. Meter sizing goes up to 10 inches, which runs $1,961.13 monthly now and will cost $2,078.48 in 2024, $2,202.63 in 2025, $2,334.50 in 2026, $2,474.03 in 2027 and $2,623.53 in 2028.
Quantity charges for single-family residential charges are divided into tiers. Currently, single-family residential homes pay $9.01 for tier one usage, 0-10 hcf bi-monthly, $10.78 for tier two usage, 11-20 hcf bi-monthly, and $14.99 for over 20 hcf bi-monthly. One hcf is approximately 748 gallons.
Now, tier one usage will cost $9.57 in 2024, $10.16 in 2025, $10.79 in 2026, $11.46 in 2027 and $12.18 in 2028. Tier two usage will cost $11.42 in 2024, $12.09 in 2025, $12.80 in 2026, $13.56 in 2027 and $14.36 in 2028. Tier three usage will cost $15.12 in 2024, $15.95 in 2025, $16.83 in 2026, $17.75 in 2027 and $18.72 in 2028.
All other accounts, which are not measured by tier, previously cost $10.11 bimonthly for quantity. They will now cost $10.68 in 2024, $11.28 in 2025, $11.91 in 2026, $12.58 in 2027 and $13.27 in 2028.
