City Manager Alex D. McIntyre announced Joseph D. Toney (“Joe”) as the new assistant city manager.
Toney was recently assistant city manager and ultimately acting city manager for the city of Malibu, where he led the city through the Franklin Fire and the Palisades Fire, the latter of which is considered one of the worst disasters in California history. He was recognized earlier this year by Engaging Local Government Leaders as one of their 2025 Top 100 Influencers in Local Government for his leadership during these crises. Toney joins San Bruno from the city of Big Bear Lake, where he currently serves as interim director of Finance.
“I am very excited to have Joe join San Bruno’s executive leadership team,” McIntyre said in a press release. “He will support key programs and initiatives for the coming years that enhance our community’s quality of life and strength the city’s fiscal sustainability.”
Toney began his career with the City of Long Beach, working as a legislative assistant for a councilmember, and then as a budget analyst in the Finance Department. He moved on to serve the County of Santa Barbara in the roles of fiscal and policy analyst, interim deputy county executive officer, and assistant director of General Services. Afterwards, he worked as the director of Administrative Services for the city of Simi Valley before joining the city of Malibu and most recently the city of Big Bear Lake. He co-hosts the podcast, American Dream Factory, which tackles the hard topics of building great cities, community and belonging.
