Pacifica police are searching for the person or people who left a chemical-based improvised explosive device outside an apartment on Sunday morning, forcing the closure of city streets and part of state Highway 1 for several hours.
A suspicious package was reported at about 7:45 a.m. in front of an apartment in the 2000 block of Francisco Boulevard, according to police.
The package was described as a cardboard box with a chemical odor coming from it, police said.
Arriving officers discovered that the package had been moved by another resident to the sidewalk near the intersection of Francisco Boulevard and Santa Rosa Avenue, according to police.

The San Mateo County hazardous materials team was summoned to the scene along with the San Mateo County Sheriff’s Department bomb squad, which determined that the box contained a chemical-based improvised explosive device.
Authorities evacuated about 15 residents in the area, and temporarily shut down southbound Highway 1 in the area while the bomb squad detonated the device with a water cannon, police said.
The hazardous materials team analyzed the contents of the device and determined them to be safe by about 3 p.m., at which point residents were allowed to return to their homes, according to police.
No injuries were reported in connection with the incident, police said.
