A 278-unit, six-story development at 959 El Camino Real made strides at a July 15 Millbrae Planning Commission meeting, where commissioners recommended the City Council approve a final map and improvement agreement for the project — which is slated to begin construction this fall.
The Planning Commission originally approved the mixed-use development with a tentative parcel map in 2022. Since then, the applicant — Trammell Crow Company — agreed to build a public plaza on an adjacent, city-owned lot and an improvement plan that would create updates to public infrastructure.
The City Council previously discussed the planned plaza at a May 28 meeting where it lauded the design but requested more substantial infrastructure to attract community members to the proposed meeting space. It is set to approve it July 23.
The improvement plan, which comes with a $2.2 million bond for the applicant to ensure the updates are made, would renovate sewer and water lines, sidewalks, curbs, gutters and street trees along El Camino Real, Meadow Glen Avenue and Broadway, Senior Planner Nestor Delgado said.
It’s too soon to tell what tenants will line the bottom story of the development, but the project includes 17,210 square feet of retail space and two levels of interior parking.
Planning commissioners recommended the City Council approve updates to the plan that include final parcel maps for the one residential and four commercial condominiums planned for the development — the remaining units are planned as rental units, and don’t need separate parcel map approval.
Of those 278 planned units, 26 will be at below market rates, per a staff report.

Oswaldo Seguerra, representing the Carpenters Local 217 union, advocated for the developer to hire an ethical, accredited contractor that would commit to living wages for local workers as the project nears the construction phase.
“By hiring a responsible contractor that does the right thing by paying a livable wage with the area’s standard wages, providing health care and hiring from an accredited apprentice program … you ensure men and women will not be exploited by low wages and no healthcare,” he said. “I urge this body to ensure this responsible contractor is selected.”
Trammell Crow Company will make a decision on the general contractor by late August, a representative for the developer said during the meeting.
Construction is slated to begin mid-September, and commissioners are eagerly awaiting its beginning, Vice Chair Maureen Davis said.
