California's 70 percent response rate for the 2000 Census gives "the Golden State a golden census" and likely will bode well for federally funded programs in the future, Census Director Kenneth Prewitt said. Prewitt cautioned that it was too early to measure the exact impact of the response rate, which was 5 percentage points higher than 10 years ago. He predicted, however, that it would lead to a more accurate count and more federal money and House seats.
The statewide rate topped the average national response rate of 67 percent. Iowa had the nation's best response, with 76 percent of households returning census forms. Puerto Rico scored lowest at 53 percent.
The California response in 1990 was 65 percent, the year an estimated 7 percent undercount was made, the Daily News of Los Angeles reported Wednesday. That undercount cost the state and its cities and counties an estimated $2.2 billion in federal funding, including a $104 million shortfall for Los Angeles.
San Jose's response rate this year was 74 percent, the highest among the nation's 15 most populous cities. Santa Clara and San Mateo counties reported a 75 percent return.
