Readers who followed the story of former Sheriff Corpus will have read that the San Mateo County Civil Grand Jury issued an accusation against her, and that the penalty, if she were found guilty, would be removal from office. They may have wondered, “What is the civil grand jury, and how could it do that?”
The civil grand jury serves as a crucial citizen watchdog, ensuring local government operates efficiently, transparently and with integrity. Comprised of dedicated volunteers for a one-year term, it investigates local agencies, including the county, cities, schools and special districts.
The grand jury’s recommendations are significant because agencies must respond to them. This independent body focuses on both positive efforts and areas needing improvement within local government. The Accusation is its most significant power; however, it’s used sparingly and in only the most egregious cases.
