The "War Admiral" of development companies seemed confident that it had won this race, and Bay Meadows, as far as it was concerned, was history. But it faltered in the stretch, using its power to try to quash San Mateo's citizens from signing a referendum that could halt development of the historic track altogether. The deadline to sign the petition is Dec. 7, and by all accounts, the signature-gathering has gained momentum - enough momentum to shake up the mighty "War Admiral."
Like Seabiscuit, San Mateo citizens are all heart and not easily intimidated. And we all know how that legendary race ended.
